Event Trigger Timing

I have a question as I don't know if this needs to be reported or not.

Germany conquers France and installs Vichy on July 21, 1940
Allies Take their turn July 28
Axis Take their turn August 4
Allies Take their turn August 11

I didn't see DE 301 (US French Aircraft purchases) on my August 11, 1940 turn.
The manual text states it fires 'on or after August 3'.
The date condition and all other conditions in the script are satisfied.
Is there some randomness associated with the exact turn that it fires (like the Canadian war entry)?

Canada & Brits have to be Allied I think

My understanding is that it doesn't fire only if Axis doesn't accept Vichy

I'm wondering/hoping there is some randomness to the timing and I don't recall there ever being any Tech report about it.

However, as I said, in my game all the conditions were met but it didn't fire on the first allied turn it was available to fire (August 11, 1940).

I just took my August 25, 1940 turn and DE 301 still didn't fire.
I'm going to copy this information into the Tech forum.

#TRIGGER= 50
in the code

ie 50% chance of happening each turn after the condition are met.
