strategic bombing bug v2.7.1?

SO39 Allied 2, surprise impulse for CW against Germany. Any idea why the Harrow isn't eligible to strat bomb Dusseldorf, for example?

Netherlands and Belgium are neutral countries. You need to fly around them, so do not have the range.
