re-combine divisions

I can't figure this out. I have never been able to recombined 2 divisions into a corp successfully in MWIF. 2 turns in a row (I think - at least 1) I've had these 2 Italian units stacked together and in supply at EOT but the game never gives a chance to recombine them into the 5-4 or 4-4 IT MTN corps in the force pool. Why?

Johnny - check page 156 of the rules as coded. 1 of the units must be a motorized division in order to reform the corps.
