Ok. I have uploaded the version 4.5 to the Mods thread.
Larry you probably want to download the files from there as there have been updates since you started this thread.

The wording is ambiguous. Not being allowed to stack a Rumanian with another Rumanian never occurred to me. I've sorted it out in my game now but I'm not restarting from turn 106 ;)
