Impossible Naval Air mission?

I don't see how this naval air mission is possible.

Italy is not at war with Spain nor at war with CW.

The NAV2 is based on top of the 1-3 Division on the coast just east of Spanish Morocco and flying into CSV.

The only way to reach CSV that I can see with 6 movement remaining to reach 3 box is to fly over Spanish Morocco.

Am I missing something or is this a bug?

I would say it's a bug, it is too long the way under Spanish Morocco, they cannot cross Spanish Morocco, and if both are true, it spends 6 MP to reach the hex upon Tangier (it seems the Gibraltar Hex is not Deep Water). So there would be only 5 left, and 6 would be necessary to reach section 3.

It looks like a bug, but I'm not totally convinced here. Is a coastal hex considered to be totally controlled by a minor country, or is only the land portion of that hex controlled by that minor? That's the question here, I believe.

Control is for the entire hex, so I'd say this is a bug.

You say that Italy is not at war with the Commonwealth or Spain, yet there is an Italian unit next to a Commonwealth unit in Morocco.

If you had shown the flags for hex control, that would have been a help here.

Even if it was possible to enter/cross it, if it is not a deep water hex, and it seems it's not,... they still need 6 moves to reach deep sea in CSV, leaving only 5.
