Soviet 39th Army

Is there a reason why the 39th army is missing from the game? It was raised somewhere in november 1941, fought extensively in the Soviet counteroffensive.

You have to build them yourself. Only HQ already existing at game start (except some specials like front/Shock Armies) are present in data.
WitE dev team - (aircraft data)
WitE 1.08+ dev team (data/scenario maintainer)
WitW dev team (aircraft data, partial data/scenario maintainer)
WitE2 dev team (aircraft data)

That's not entirely accurate I think. Lots of armies that are present in the game were raised between august and november 1941.

60th, 61st, 58th to name but a few.
