Impossible Manual engage

I don't understand why I cannot engage with the F/A 18E (Flight 5201) the target (Ship: F591 Virgilio Fasan) manually.
I've posted the scenario.

OK, I'll bite:

The way to find out is to try a manual attack.

Right-Click on Flight 5201, select Attack Options->Engage Target(s) Manual.
Select F591 as the target.

The attack dialog appears, listing all the aircraft on the left. You can click each one in turn to see its options.

You can see that some aircraft have no Harpoons left, for the others it says that the altitude is too high.

If you check the details for the Harpoon II+, the max release altitude is 35000 ft, whereas your planes are at 36000 ft.

So, drop 1000 ft and try again.
