Soviet Research

Does anyone know whether there is a limiter of any sort on Soviet infantry research. I seem to breeze through level 1-2 but level
3 always drag out & its not before October 43 that I can access this level. To give a guideline my Tanks are lvl 4 & both started
@ same time.
Those are my principles, and if you don't like them... well, I have others.

They have 3 levels for that tech. The first two the other nation have so the USSR, being the laggard, get a catch-up bonus. Nobody but them gets to research that last step, so the pace of research is slower since there's no bonus.
