help division gets no supplies

help division gets no supplies

Hi, playing battleground italy 43-45 with last beta.
can somebody help me understand why my 3rd US division did not receive any supplies this turn from Livorno or Empoli Depots?
In unit supply details no admin failures or penalties are shown

Livorno and Empoli are plenty of supplies

I'd suspect because it is near to full up and a HQ set to level 3 priority will only supply units up to 90% - bump the HQ to #4 if its really critical to add supply to that division?
