Unable to give course orders

I just purchased C:TSS from Steam and was attempting to play the first submarine tutorial scenario. The very first instruction dialog says "Press the F3 key to activate the 'Plot Course' command and press somewhere north of your submarine." However, when I pressed F3 to give course change orders nothing happens. No dialog appears, and just clicking on the map does not set a waypoint. Also, the Unit Orders tab is greyed out (F3 should normally be a hotkey for a function you could select). HELP. The game is useless if I can't change course. What am I doing wrong?


Note that my first thought was a keyboard problem so I found and online keyboard checker and it indicated that my F3 key was working properly.

Did you select the unit before pressing F3 ?

That's what it was - Hint to tutorial writers - Before telling me to press pfkeys it might be nice to say "select the submarine by clicking on it".
