Germany takes hex that is two hexes south of Brussels so that if we lose initiative, Allies don't get any ideas taking it back.

Any interest for an Italian HQ on the West front for supply purposes in bad weather? Or is it better that it keep up the pressure on the Alp front and can rail instead if there is an emergency?

I think you can keep it in Alps and rail in case of emergency.

Or some Italian aircraft can follow and it can be used to reorganize those.

France has 5 points defense in Strasbourg.

Germany plans to attack over Maginot line same time when troops cross Belgian-French border.

I think we in good schedule. The question is if we want to save both O-Chits or make France fall very early. Situation is so good I would like save O-Chits.

With CW units already in Bayonne Allies are expecting France to fall early. What shall we do with them? Let them stay and put units in guard? Or not declare Vichy and go destroy them?

My answer is that I think it depends a bit on odds and situation.

Often one takes a chance if attacking France without using a offensive. In the end the loss of time and units may very well cost more than a offensive does. But at the same time it might not hurt all that much to try without if there is an opportunity. But say that nothing much happens during the winter. Then I think the risk is to great to risk going without an offensive.

If France falls one turn earlier with the use of one offence instead of none at all, then I think the use of one is worth it. And I think the use of two offensives are worth it if the time gained would be two turns or more. This, of course, can not be known beforehand, but more an idea on how much value I put into getting France done in a timely manner.

CW spends both resources and time on checking Italy in Africa. This is also a sign that France has now has lower priority for CW and that they expect France to fall fast.

We just have to turn that expectation into fact. [:D]

And that the turn ended before we got to reorganize our lines. Now they can attack Gort if they win the initiative. Or the lonely French MOT. Although both these attacks are risky I am not comfortable with the situation.

The upside is , I think, that Germany has spent their both offensives so there should be less surprises now.

For example: US send a resource from US to China using up a bunch of Allied CPs in sending it across the Atlantic and through the Indian ocean. Instead the Phillipines CP could be sent and use 2 US CPs instead of a bunch of CW CPs.

Suggested end of turn orders for France and USSR. Comments and improvements are welcome.

Prod Plan Prelim:
France:

-France sends the Hanoi resource to China. Freeing up lots of CPs.
-Metz resource go to the Factory in Metz.
-In order to get the Metz resource to Metz it might be needed to order the resource going to Metz to another idle factory.
-Change the save location for the Iraq oil to Damascus. Alternatively it can be send to France for production, if CW has no use for the Med CPs. The BP will then be saved in Toulouse.
- France produce for 12 BPs (13 if the Iraq oil goes to production).

USSR:
Save one oil in Archangelsk.
USSR build for 15 BPs.

Stay at Sea:
France:
The fleet in CSV stay at sea.
All French CPs stay at sea, unless CW wants any of them returned to port.

Return to Base:
France:
The North Sea fleet return to Brest.
The CA in CSV return to Libreville, Gabon.

Use oil:
France reorganize all units, except the CV for no oil use (0.4)

USSR reorganize all units and use the idle oil in Bushehr (1.0)

Production:

France (12):
3 x MIL
2 x FTR2
1 x Pilot

USSR (15):
AA
Pilot
INF
ARM

Reinforcement:

France:
FTR2 -> Paris

Edit: I think it is time to increase the CW production. That MECH loss hurt and I think it needs a replacement unit.

My preliminary end of turn orders. Suggestions and comments are welcome.

Italian and Japanese end of turn:

This may need to be modified due to US entry options or partisans.

Preliminary planning:
Italy save both oil in Milan (Clearing old, obsolete. orders might be needed to be able to save the oil). Italy has 2 BPs for production.

Japan save two oil from NEI in Canton. All other resources (Except the isolated resource in China), and oil, go to production for 11 BPs. (Had some trouble changing orders here before I cleared the oil from USA)

The CA in the 4-box of the Italian Coast remain at sea along with all CPs.

The Italian SUBs, NAV2, and CA, return to La Spezia.

Oil reorganisation:
Japan reorganizes all units for one oil (0.9).
Italy reorganize 4 units for no oil (0.45). The LND3, NAV2, CP, and the 4 range (and 4 movement points) SUB is reorganized.

Production:

Italy (2):
Pilot

Japan (11):
INF
2 x MIL
CAV
Save 1 BP in Tokyo

Japan destroy the factories in Sian, and Changsha.

Reinforcements:

Italy:
NAV2 (Gabbiano) -> Genoa

Japan:
INF -> Fukuoka

Remove CVP1 (B5N1) in Yokohama.

Edit: Break down the Italian MTN into two divisions.
