v2.8.4 CAP Phase Shows Up Even Though Disabled

No problem until the Western Allies declared war on Vichy France. A couple of phases after that MWiF started asking me if I wanted to fly CAP even though all those phases are, and have been for the entire game, disabled.

Quick question: is CAP disabled for everyone? Not just the Germans? (I'm running 2.7.5 and I'm too lazy tonight in Japan to switch versions and run the test)

It's on the bug list, however this one has got a very low priority...

I figured out the trigger for this one. It is when Free France declares war to Vichy France. So, it is a bug part of a wider cluster of bugs linked to the Free/Vichy France dynamics.
