Can anyone tell me why the Axis units in Morocco are OOS right next to HQ?

No, I can't. It looks as a bug to me. They should be in supply, because the HQ is in supply.

I'm not sure why but click on your control flag and you will see that Free France controls some of the RR line to the east.
However, it seems the supply is going through Tangier and if von Bock is in supply then the units next to him should be in supply.
Right clicking on the OOS units and choosing Supply path and then clicking on the OOS button shows the reason is due to rain.
In mtn hexes with rain. Still, they should be in supply.
I agree with centur, looks like a bug.

Note, sometimes the game has to progress a few phases to correctly calc supply but that didn't work.

Maybe von Bock shouldn't be in supply? If the RR line going east is no good then Tangier is a secondary supply source, but who for? Looks like Spain is aligned with either Italy or Germany, so Tangier can not be a secondary for both of them. Only conquered minor capitals can supply both the conqueror and its cooperating majors.

Moving Von Bock 1 Hex north brings everyone in supply. Perhaps the issue is Von Bock should not be in supply as Paulderynck says?

I hadnt noticed the state of the rail lines to the east, they should have all went Axis when Morocco, Tunisia and Algeria were conquered.

This is a bug.

Von Bock is shown on the Supply Sources and Paths form as being in the OOS list but is also shown as being supplied by Tangier. He should be a tertiary supply source for the units next to him.
