2.8.4 - Barbarossa - No Options - Crash during Scrap Destroyed Phase

I've was playing Barbarossa today, playing with no Options. (Comparing with my Wif CE setup).

Running 2.8.4 - I'm getting a Mad Except crash at end of the turn during the Scrap Destroyed phase. I can progress the game, by loading the auto save from Prod Plan Final with version 2.7.5.

I wonder if the crash is caused because the scrap option is off, and its trying to load it up when it shouldn't.

Attached are my first and second turn Prod Plan Final auto saves.

And the other thing I'm noticing is that the poor old Soviet's are not getting their off map resources during Production.
