Why is it that I can see, as the Axis against the Allied AI, fortifications built around Moscow with Fog of War on?

I haven't played many games as the Axis...so I guess this is why I just noticed it now.
Doesn't this gives the Axis a big advantage in the early game in terms of where to focus the main thrusts of Barbarossa?

I don't think forts are effective enough that I'd alter my strategy based on where they get built. They're not useless per se, but wherever I'm making a main effort is going to have enough airpower that the forts just act as a mild speed bump. I'll use air to blow a hole in 1-2 forts, then shove a tank (ideally overstrength) into the gap where it can attack sideways without going through a fort to clear even more spaces, then repeat next turn to get through the line. Also from what I've seen the AI builds the same pattern of forts every game.
Fortifications are often built of rainbows and good intentions I don't think it's really a big problem. And by that I mean they are often empty if you Blitz fast enough.
