partisan placement

Axis asked to place Russian partisans in "enemy occupied" territory but game wont allow me to place them. I am not trying to placing them in areas like the 3 Baltic countries or borderlands in Romania but areas of Russia conquered by axis except game refuses placement anywhere?

I think you will need to post a copy of your save file to get a better response.

Normally, things that will prevent placing partisans are in ZOC of Germany/Italy or locations that were last occupied by USSR.

To upload a copy of a gamesave, go to the folder with the saved games on your computer, zip the gamesave file and upload it in here.

I am a bit confused by this. What nationality is the partisan? You said Russian but it isn't Axis that place those. USSR place their own.

Has Bessarabia been ceded to USSR, and not yet 'liberated' then Bessarabia is available for Soviet partisans. Same for Finnish Borderlands. Maybe there is a German controlled hex out of Axis ZOC there, or perhaps Karelia?

The Help Message in the Main form should tell you at least one hex where they can be placed.
