Bases creating supply

I am playing Operation Cartwheel. I have been keeping track of supplies at Pt Moresby. Three times now I have seen an increase to the supplies there without any new supplies coming in, i.e., no TF is unloading nor were any supplies airlifted in.

This did not occur when the base was low on supplies, e.g., on 8/16 it had 36.823 and on 8/17 it had 39,320. As stated, no TF provided supplies (nothing was in port and the TF present on 8/16 had unloaded) and I didn't see any airlift of supplies (they were dropping the Marine paras elsewhere.

I can come up with three possible explanations (1) supplies might have moved from another base, but Lea Lea although being developed as a base was fairly tight on supply and Buna was short (in the red numbers), or (2) the base pulled supplies from the units at the base (I haven't looked at this but as I read the manual this shouldn't happen) or (3) there is a delay from unloading until inventory is reported.

I have saved the game on a daily basis.
