RTB phase of turn naval intercept surprise

This seems to be a bug. You can load attached file. Try returning the 4 IT SCS in N. Atl. through CSV and intercept there with CW SUB in 2 box. Roll a 2 for the SUB, don't react any air, then roll a 1 for the moving ships. CW is given 2 surp. Should be 1 I think (2 on box, -1 on dice = net 1 surp). I think maybe during RTB intercept the rolls are not being factored into surp points and only sea box is being used? Probably a bug - file attached.
