there is no option to start the above campaign, is that by design?

im playing on steam and tried latest update and also latest beta.

This is an 'Operation Torch' scenario - did you buy WitW with this DLC ?
If you didn't buy Op torch I guess the Steam installer is somewhat buggy if it installs unlicensed (not bought) content.

and thats exactly what it was, i hadnt activated the torch key.
