Soviet Production Multiplier?

Not sure if this is a bug or not. It's Nov/Dec 1943, the axis have many supplied units inside of the Soviet Union (not in Siberia). Also, they did make a land combat attack on Baku. Though the attack failed to take the city. MWiF is showing the Soviet production multiplier as 1.25. Shouldn't it be 1.5? Or, am I not understanding table 13.6.3 correctly?

By the way, forget about (d) and (e). Germany controls 4 of those 5 cities.

Baku is on the Asian map in the boardgame so it depends on where MWiF draws the line. Any hex on the Asian or Pacific maps in the boardgame is considered to be 'Siberia'. I suspect MWiF has decided Baku is in Siberia.

Yes. Baku is in Siberia.
Not that Baku is a holiday wonderland but if I ever had to be sent to Siberia I think I would choose Baku. [:D]
