Note that you can disable fog of war in the map option screen for random battles.

Disabling fog of war does NOT mean seing the emeny from the start. Its just like your squad has a sattelite scan of the map before combat instead of hiding hexes out of LOS.

In campaign/missions you can not change it, the map designer has fixed it for you.

Its an option and I'm sure options aren't bad at all.
