I'm running v2.8.9.4, but I've encountered this bug with earlier versions. I've just haven't got around to reporting it (sorry).
The Italians (non-phasing) initiate naval combat in the West Med. When it comes to the air reaction for Vichy the Vichy NAV is not selectable. What's interesting is that if the Germans had air in place to react the Vichy NAV could react under the German phase but not under the Vichy phase.

game turn. Note this game turn doesn't have any German air units in position to react so the Vichy air unit is unable to react. I'll post a game turn with a German air unit in position to react (next post) so you can see what I mean.
Before I post the game turn with a German fighter moved in position to react, I wanted to post a screen CAP illustrating how the Vichy NAV can only react during the German phase, and only if the Germans have an air unit in position to react, and not during the Vichy air reaction phase.
And worse. When the Vichy fleet has to re-base from Southern France to Corsica (as there are no other VF ports available), after the over-stack destruction routine ends, France gets an additional movement phase, and it is a fatal error: nothing can be moved and the green button to end the phase can be clicked but does nothing.
The game cannot be saved during the over-stack routine, but here is just before an allied units move through Toulon and Nice, causing the re-basing and then the over-stack routines, and finally the fatal error.
