2.8.9.4. USN Reorg of CW CP's Memory Loss Bug

It's the naval reorg phase. The USN wants to uses 2 Amph's in the East Med to reorg 1 CW CP point in Malta. The first Amph reduces the reorg cost from 2 to 1 (as it should). However, when I click on the 2nd amph the cost to reorg the CP is back up to 2 and not 1 as it should be.
