Counters Attack and Defence Factors

Is it possible to manage the scaling of the counters factors (for a better discrimination) ?

I have a scenario where all the counters factors are between 1 and 5 ...

You've got at least one unit in there with large factors, so you need to modify that to get larger factors on the rest. I can't give you more without knowing more.
