How do you reduce the CP overloads?

How do you reduce the CP overloads?

What is your best solution for reducing CP overloads? I have tried a few different things but none seem to satisfy the problem.

you transfer the units to other HQs

Units far to the rear not in combat you can also move to OKH or Stavka....as the soviets you will have alot of units direct to Stavka...entire armies will direct to Stavka

Basically max out your most efficient command structures then everything else to the higher HQs....so for soviets 4x 18 CP armies = 72 CPs for each front if you don't want to overload....everything else goes to Stavka.
