Szilard, thank you for pointing that out. I am not sure I understand the logic of how the "Guerillas 1" event affects ownership. I am assuming that it sets the rate of efficiency for guerilla forces, as this is what the rules state. Does it have some other effects (such as changing ownership of hexes?)? Anyways, I am glad to get past the first turn. Appreciate it.
I've never really used it, but AFAIK its effect is to flip hex ownership, with the number being the percentage chance of flipping. Yr "Guerrillas 1" event has a 50% rate, so 50% of player 2 hexes get flipper to player 1 each turn.
The manual section on event effects is unhelpful/misleading, but elsewhere (18.4) it says this:
"Theater Guerrilla levels represent things like partisan activity. Set this level if you want locations behind friendly lines to have a chance to spontaneously revert to
enemy control."
Which is still not great but at least closer to what actually happens, AFAIK.
