Building in GD1938v3

My opponent in this game is wonder if engineer points can be used to build a new factory, or to upgrade a location, or what engineer points can be used for? I cannot see a build button for the game.

The engineer unit has to be on a buildable spot and then within the engineer unit you get the build option.

What constitutes a buildable hex? I can see building a road, bridge, airbase. What about upgrading a factory or building one outright?

Most scenarios let you build a factory. It is not always called a factory and depending on which scenario you are playing there may be distance requirements or yearly build restrcitions. Basically a factory can be built in open terrain usually forested too.

Twotribes is right, a buildable hex is anything that is considered "Flat", that is to say, plains, light forests, heavy forests (even deserts), and their mud and snow equivalents.

As for upgrading stuff. Only airbases can be upgraded in the way you describe.

I found the information in the ATG manual. Building a Industrial complex is expensive. When playing the card "Industrial complex", is that the same as building one?

I don't think there is a card called "Industrial Complex". If you mean "Improve City" or "Industrialize City" then the answer is no. These both are ways to improve existing cities whereas the Industrial complex is an entirely new building in an otherwise empty hex.
