2.9.0.0 Chinese partisan doesn't move after China conquered

Reported this originally in "2.8.4 Operation Torch bug". Still exists in 2.9.0.0. Save game attached with Chinese partisan in Lanchow that doesn't move with a USSR land move.

Would be an issue here since the Japanese are in pursuit and it would run to the mountains for defense as a 0-3...

Russians are definitely on the ropes!
