not sure if this is a bug or game mechanic

I am in a PBEM++ game, scenario "3rd Red Banner Slam". I took NATO side. now it is turn 5
In pervious 2 turn, I suspected there is a soviet recon unit in hex 3316. So I issued a 3 WP Neutralizing Fire (3x) order on that Hex. But I gave a time delay 180min to WP#2 and WP#3
then in the turn 3, after first WP's bombardment dropped on hex 3316, I got report saying two recon PRP-4 Nard destroyed, so I know there is a recon unit hiding there. And there should be a 3rd PRP-4 there. so at the beginning of turn 4, I changed the time delay on WP#2 and WP#3 to 0.
the 2rd bombardment killed the last PRP-4. Then the weird thing happened, the 3rd bombardment dropped on an adjacent hex.

0800 hrs - 1 Co Mortar Sppt : fires 120mm M50 basic hit chance of (24%) against a BRDM-2 [g] at a range of 5000m / 5000m
0800 hrs - 1 Co Mortar Sppt (1 x MG3 Medium MG, 6 x 120mm Mortar and 7 x MAN N 4510) is engaging 1/1 Recon (5 Recce) in hex 3215
0800 hrs - 1 Co Mortar Sppt claims 3 BRDM-2 [g] KIA in hex 3215

I didn't know there is another recon unit hiding in Hex 3215
I am pretty sure I kept both WP#2 and WP#3 at Hex 3316 before I hit start. Looks like AI override my command. and in the turn I don't see any report indicating there is a visual contact at Hex 3215.

The AI, really the FSCC, does not override player missions on the map. Being NATO, it is possible that the fire was shifted to follow a seen target.
