why is it taking more than 2 MP to move the French 4(3)2 here?

Move cost doubled from 1 to 2 in storm right? Try moving the French HQ and it disrupts moving from clear into clear....?

You should take a look at your optional rules. HQ movement would cost another movement point to get onto the rail as movement is extra except when moving on the rail.

ah you are right david. wasn't my game - was a friend's game - he's playing a practice wif game and asked me why this was happening. I've never used that rule so never thought of it.

I don't blame you for not using that rule. The only reason it is not the most frustrating rule in the game is because the Construction Engineer rule exists. No country likes it, but it is particularly designed to drive the Chinese player out of his mind.
I thought I knew how to play this game....
