Minor attack out of overstacking

Not sure here:

Let's say I pilled up 8 units in a hex. So way over the stacking limit.
If I attack with all 8 unit from the hex, I will be punished by a penalty.

If I only attack with one unit, that single unit will be penalized as well?

Hi Templer,

I'm pretty sure that the penalty applies in all situations as it's the mass of units in the area that's causing the problem but I'd have to test it to be sure.
