DOW confusion

If GE & IT DOW no SU - WIF chart seems to indicate it should be 1 roll but game seems to make 2 rolls.

Same with minor countries.

I seem to recall some way that the other MP (GE or IT) can automatically join the war if they wait an impulse without a roll - is that correct?

Is the 2-roll thing a bug?

It appears pretty obvious to me that it's a bug. One work around is to set die rolls and make sure the incorrect "second" die roll does not result in losing a chit (i.e., roll of 9 or 10).

The second MP, assuming Italy's at war, would be at war with the Soviet Union on the impulse that Germany DOW the USSR. However, Italy wouldn't receive any surprise impulse advantages.

If two major powers DoW's a minor, than there are two die rolls. That is not a bug.

If one major power DoW's another major power on that side is at war with the minor if the minor is aligned to a major power that power is at war with.

F.e.: Italy is at war with the CW but not with France. Germany DoW's Belgium. If Belgium gets aligned to France, Italy can't enter Belgian controlled hexes because it is not at war with France. If Belgium gets aligned to the CW, Italian troops can enter.

Only a major power who did DoW the minor, gets the benefits of surprise.

But I think minor powers are 2 rolls if both declare?

I see Centuur explained more.

So if 2 DOW same major it's 1 roll.

If 2 DOW same minor the 2nd can avoid roll if it doesn't want surp effects and if minor is aligned to a country it's already at war with.

You'd only have one roll, if both countries declared war simultaneously, if you didn't select the dow correctly for some reason, there could have been two successive declarations of war, and then it would be correct to get two rolls.

Of course it's stupid to declare war with 2 countries to USSR in the same impulse, giving an extra "8" USA chit roll for nothing, but according to the rules if you did it this way you'd have 2 rolls, the rule says more or less "If GE or IT or both declare war on USSR". So if you declare with both it would be 1 roll, if you made a "mistake" with the game menus and selected both declaring war separately, it would be 2 rolls.

Of course, the game could have a safeguard that when you declare war with GE and IT in the same impulse separately it be considered a "both" and have only 1 roll but it cannot be considered a bug in purity, IMO.
