Threaten War card

Threaten War card

Is there anything else to look for before using the Threaten War Card? Right now Czechoslovakia stability is very low. Last time I tried the card, they resisted.
Do the Political Points associated with another Major country have to be low also? I do not want another repeat of war with France in 1938.

just a roll of the dice I believe... best to do what Germany did and prepare for them resisting...

The chance is random, but the less the stability of the country, the bigger the chance of success :) You are never sure ... which is kind of the point :)
