2.9.0.4 Rumanian Supply

Is this out-of-supply condition for Rumanian units in Russia a bug? I just re-read supply RAC and it appears to be.

They should be able to trace from port I believe.

Not a bug. You have to trace to a secondary source first before using RR supply. Those units have to trace a basic path which is only two hexes in that weather. One to a port and one for going by sea and there are no primary supply sources for them on the Black Sea coast, so they are OoS.
