How Do You Lay Mines?

Stupid question, I know, but I can't figure out how to lay mines. Shouldn't be the engineers job?

The answer I believe is that you just position your vessel in one of the specially-shaded hexes. They will automatically damage the nearby port to simulate the laying of mines.
