Atlantic Wall

First time playing AXIS with this version

I have played a lot of games as both Axis and Allies.
This is the first time I have never been given the Event DE627, Build the Atlantic Wall.
I have looked at the criteria, all conditions were met, according to the Remarks in the file.
Any Ideas?

BTW: DE627 does have a small issue.
POPUP: .... 200MPPs, ...50MPPs for 4 Turns....
MPP_UPDOWN: -50
MPP_TURNS: 6

The POPUP or the MPP_TURNS should be corrected to one or the other.
