What does this mean? build supply need oi?

CW is swimming in oil points - saved on map and all over the world being produced and used for production. Why am I getting this error when CW wants to build a supply counter?

Likely you are saving oil and using all regular resources to make BPs in production planning. You need to use 3 oil to make some of the BPs. (Unsure when PM hits 1.25 or greater if that's two or three oil, but as you say, you're swimming in it.)
