Hex pop up question

Looking at the hex pop-up, after the Combat unit id, there is displayed a fraction. I believe the numerator
is the CV, but I cannot determine what the value of the denominator represents.

It's the attack/defence CV. If you press the Z key you can switch between movement and defence on the unit.
