Helos fail to return to ship

Attached is the save file.
Command version 998.10

The helo, Гарпун #3 (Ka-25BSh Hormone A, flight Cyclone46) is in condition RTB (As ordered)(Bingo)(Chicken, critically low on fuel)

The helo is based on Kiev carrier, which is just two/three miles away.
The carrier has available pads (Pad 1x Medium aircarft, several of these are empty).

Problem:
The helo will NOT land, and will eventually run out of fuel and crash.

I spotted him when it was RTB+Bingo+Chicken, looping around and not landing. So I used Unassign on him and immediately told him to RTB, to see if this clears the problem, and it did not, except that the status changed to RTB+As ordered+Bingo+Chicken.

I loaded the save (under 998.10) and the helo did land on the Kirov.

Yeah, I tried it again and the problem does not appear if loaded from the save file. However, I'm certain the problem does exist. I wonder what can I do to reproduce?

Yea, this is going to be hard to figure out if it is because of some temporary working data that is used in play, but is not required to be saved.

Can you tell me what happens if the carrier is either full with aircraft or is in a locked deck condition? And so the aircraft is returning to carrier and cannot land. What will happen then?
