I believe you can't post pictures until something like 7 days after your 10th post or something close to that.

When you want to post a picture (and you can only post one...unless you use embedded links to off storage)...you have to hit Post Reply above the Fast Reply.

At the bottom you can add the picture...and then click to change the picture to being embedded..otherwise it just shows up as a link.
