How can the Axis player maximize supply? In Russia I have consistently lost supply/readiness the deeper I get into Russia. What is the best way to deploy your HQs to ensure maximum supply? What is the best strategy for supply at maximum in order to keep Axis momentum?

The most basic basics:

If the HQ is sitting on a supply level 6 (or better) hex it will produce 10 supply. Russian cities, after they recover will produce 6.
If the HQ is sitting on a supply level 3 (or better) hex it will produce 8 supply. So it can be 2 hexes (terrain dependent) away from a Russian town and produce 8.
HQs can chain (even if different nationalities) so 1 HQ 2 hexes from a town producing 8 can feed another 5 (again terrain dependent) hexes away that will itself produce 8.
Damaged HQs (str < 10) will produce less supply.
Planes (bug or feature?) only draw the supply amount from the HQ they are linked to, even if there is a closer HQ! Be careful about plane placement and attached HQ movement.
