Beginner question - making it easier

When setting up a game, to make it easier are you setting the AI to green or expert? I know that sounds dumb but for some reason but I suspct I'm getting this backward. Any help would be appreciated.

Thanks, much. I knew that was right but I'm having such trouble beating Russia I thought maybe I had things backward. Might just be that I suck at this game.
