Soviets joining

I have a match where the Soviets prepared for war and joined the on the same turn(the Axis Turn!). Has anyone else had that experience? All other countries "prepare for war", go to 99% mobilization, then join on their next turn.
Apparently, not the Soviets.
This phenomenon has completely ruined the match. I was prepared to launch Barbarossa on the following turn, now all I can do is wait for the Soviets to take Berlin. What a waste of time and effort.

That 'going to 99 and then joining at the start of the turn' is a rather recent adjustment.

It was implemented to prevent the country from joining at the end of the turn and then get smacked on the opponent's turn before the side they join an do anything.

The question is was Russia omitted from this system on purpose or by accident.

I just wish it would have been made known. I would have adjusted my strategy. Oh well. I was getting my butt kicked anyway.
