Tabletop Simulator is on sale for only 10 bucks and there is a basic ASL mod I believe.

I'm not familiar with Tabletop Simulator.
How is this different/better than using Vassal?

Presumably better graphics and UI. Not exclusively for wargames. I think it allows you design your own board games to sell as DLC.

I own tabletop simulator and I can say it's very good
I have played the first scenario and it's all right.
There are plenty of free games as well
