Officers and cards

In GD1938 How to you create an officer or where is the officer pool at? How do you assign an officer to an HQ?
I am not sure how to play a card when attacking. Do you select a division and then select a card or do you select a card for an attack? Not sure how that works.

Officers are either part of the scenario or they are not if they are part you select one for your headquarter via the head silhouette on the task bar. To play a card select the headquarter select the card you want to play and it will show you what units you can play it on in a small box by highlighting the available units.

I found the head silhouette for the officers. One question, does the game tell you what they are good at. For instance, is one commander a good armor one, or another an infantry?

One more question concerning cards. How close does the HQ need to be to the battle hex in playing a card with maximum effectiveness?

The range is not to big but not to small either and the only range I have seen is whether you can play it or not. The cards are offense defense free movement artillery and recovery. The officers are not rated by Infantry armor or such. An Offense card is good for Infantry or Armor.
