Well 1275 psi finished his Yamato model so maybe he built that frigate in his garage.

All this needs to be seen in the local context. Iran has to compete with her regional opponents, and it has the navy to do this reasonably well. The Persian Gulf is a horrible bit of ocean to try and operate in - there's a reason why the Iranian Navy love fast attack craft and mine warfare.
