Is there a way to add new terrain tiles? If so, could someone add a guide?

Totally new terrain types? Not currently. All you can do now is replace existing tile graphics.

Yeah, they're hardcoded - I'd looked into the same question earlier this past week and the best you can currently do is substitute the tile graphics.
