Strat Com. WW2 in Euorope

hi:
why would the game tell me to DL upgrade 1.00.09 when it is already upgrade to 1.15?? I DL 1.15 and the game is going again but will this not happen again?

If this was the PBEM++ server that might have been a temporary introduced error.
