No Convoy US--> Russia

In the game I am playing there is no convoy between US and Russia. if I remember correctly, WWII:Eurpoe offered an option to start it but I don't think it was offered in this game. Is this possible? If so, can I start it myself or what triggers that event?

As a sanity check I went to the convoy map and checked convoy options for the US, Russia is not listed. Interestingly Russia was at war with Germany but not Japan; is that the issue?

Possible I missed it somehow but I don't think so.

There is no convoy direct from the US to the USSR unless the UK has surrendered.

However, in this game there is DE 317

DE 317 – USA: Ship Supplies to the USSR via Vladivostock?
Event fires: When Japan and the USSR are fully mobilized and not surrendered, and Honolulu, San Francisco, Los Angeles and Vladivostock are in Allied hands.
Cost of accepting: See below.
Yes: The USA will lose 40 MPPs a turn and the USSR will gain 80.
Note: Japan will be advised that it can prevent the flow of supplies by placing naval units in the hexes adjacent to Vladivostock port. If the Axis do impede the flow of supplies, then the USSR will be presented with DE 407 that will enable them to attack the Axis naval units outside Vladivostock.

Thanks for the information, I was remembering it incorrectly.

Still, those requirements (DE 317) have been met and I've not seen the event fire. I'll give it a few turns and updates with any changes.

Don't look for red convoy lines. They don't appear on the map for the Russian convoy line from the USA. Only the convoys starting from UK toward USSR are actually on the map.
Suggestion: once either Japan declare war on Russia or Japan against the USSR the convoy could / should be drawn on the map, to enably Japan to raid it.
