Operation Typhoon 41, how to fix bridges and railroads?

I am playing this scenario, but cannot find a single Engineer unit on the German side. How do I fix railroads and bridges?

Another question I have are the role of Corps and Army HQ's? What purpose do they have?

Don't look for Engineer Units, look for Engineer Squads within each unit. Also, pull up the Unit Report and look for Engineering capability. This capability can also be displayed on the unit counters by hitting 'M' a couple times.
